Regional Property Assessed Clean Energy (PACE) Roundtable – May 3, 2021

Authorized by the legislature in 2013 and codified in Texas Local Government Code Chapter 399, PACE allows cities and counties to enter into contractual assessments with property owners to repay the owner’s financing of permanent improvements intended to decrease water or energy consumption or demand. A one-page summary of the statute is enclosed for your review.

Since 2013, seven local governments have established PACE programs including the cities of Corinth, Dallas, Farmers Branch, and Princeton; the Town of Prosper; and Navarro and Tarrant Counties. This program has been implemented by these local governments to support economic development, environmental, and other community goals.

NCTCOG invites your local government to attend this information session and hear from member governments who have implemented a PACE program, discuss the needs in the region to encourage additional adoption of PACE programs, and explore interests in the provision of a regional PACE program option as a service provided by NCTCOG. NCTCOG will share information about technical assistance readily available to assist cities and/or counties with adoption of PACE programs in the region.
